RGU Registrar Dr Deepk Pandey found dead
ITANAGAR, July 09: Dr Deepak Pandey, Registrar of Rajiv Gandhi University was found dead this morning in his official residence at Rono Hills. His body was found by the caretaker.
The police are tightlipped about the death and refused to divulge any details though they suspect suicide. It has registered a case of unnatural death.
According to initial reports, Late Dr Pandey left three notes including one for his wife, Director Higher Education and Vice Chancellor of the University.
A widely revered teacher, Dr Pandey served the state for 29 long years. Lt. Dr Pandey was on deputation to Rajiv Gandhi University as Registrar for two years. His two year term with the university was to expire in April 2010. Even before his tenure ended, he was recalled back to rejoin Yachuli College yesterday where he served as principal earlier.
Lt. Dr Pandey was to go on leave from today to join his wife and two daughters in Mumbai.
University and numerous students who he taught are in a state of shock at the death of amiable and widely popular teacher.
Arunachal Pradesh Chief Minister Dorjee Khandu who is presently in Delhi has mourned the demise of Dr Deepak Pandey.
In a message addressed to Late Pandey’s wife, the Chief Minister termed it irreparable loss.
RGU Vice Chancellor Prof K C Belliappa termed Dr Pandey’s death as shocking and unbelievable.
Rajiv Gandhi Govt. Polytechnic Fraternity condole the sudden demise of late Dr Pandey.
Born in 1953 in Shimla, Himachal Pradesh, Dr Pandey did Phd under eminent Historian Dr Ravindra Kumar who was also a Director of Nehru Memorial Museum and Library.
Dr Pandey wrote number of books including Social, Economic and Political History
of Modern India, History of North East India, History of India (1526-
The last rites of Late Pandey would be held on Friday.
Capital to get 25 busses under JNURM
ITANAGAR, July 09: The centre has approved Rs 4.32cr as one time grant under Jawaharlal Nehru Urban Renewal Mission for purchase of 25 buses which includes five low floored for public transport system in the state, informed Deputy Secreatary Urband development. The govt has decided to run these busses in the Private Public Partnership mode. The process of selection of the supplier of these busses has been initiated and would be finalized shortly.
The centre has approved the National Urban Transport Policy to control unprecedented rise in number of vehicles. Under the policy, the state governments are encouraged to provide safe, affordable, comfortable and reliable public transport system.
The busses will operate within the capital city from Chimpu to Banderdewa.
Increasing use of personal vehicles has led to alarming rise in pollution level in the city. It is therefore extremely necessary for Government of Arunachal to introduce comfortable, affordable and less polluting mode of public transport in the state capital, the release stated.

Union submits memo to Governor
ITANAGAR, July 09: In a memorandum to the Governor, All Arunachal Pradesh Student Union called his intervention in number of issues confronting the state. The four point memorandum includes setting up of state boundary commission to solve the boundary dispute between Assam and Arunachal.
In the memorandum, it said that time has come for the state to have a Boundary Commission to look into border affairs of the state with Assam. The Commission would play the role of catalyst in strengthening the recently created department of border affairs, the union added.
It further said that respective Chief Ministers have failed to come out with solution to the vexed border issues while adding that despite demand for a boundary commission by the Union, state government is yet to respond.
It further drew the attention of the governor to the problem of militancy in Tirap and Changlang districts.
It said that insurgency problem has spilled over to the state and that NSCN’s extra territorial activities can only be contained if the centre and state government come together and take concerted efforts to stop the anti national activities.
The presence of these warring Naga outfits has created serious law and order problems for the state, it said while adding that these groups’ collects “taxes” from government employees and 5% cuts from all the developmental projects. It also cited the killing of Late MP Wangcha Rajkumar. The union further questioned the “non performance” of Home minister.
The union further called for renaming Rajiv Gandhi University to Arunachal University and increase in number of seats reserved from 10 to 30 percent in NERIST for the students of Arunachal.

ACCYWS calls for repair of road and end to encroachment
ITANAGAR, July 09: All Capital Complex Yangfo Welfare Society (ACCYWS) said that the road of Seppa township, headquarter of East Kameng is in pathetic condition full of potholes.
The society further claimed that the road from Hari bridge the starting of Seppa township to the end of town at government higher secondary school one cannot drive or walk due to its bad condition.
The situation gets worse with the monsoons. The students find it extremely difficult to reach their school as the path is filled with dirty water.
Though East Kameng has five MLAs yet no interest is being taken by the representatives to improve the road connectivity, the society said.
ACCYWS urged upon the state government to take immediate action to restore the dilapidated road for the convenience of all.
The society further alleged that a senior politician is encroaching the PWD Inspection land by constructing a private building over it.
It said that encroachment of IB compound will impede future prospect of building additional rooms for the growing numbers of visitors to the district headquarter.
The society urged upon the state chief minister to direct the concerned authority to mend the road and to immediately stop the encroachment of IB for greater interest of the public.

Encouraging the weavers to make full use of the long skill upgradation training programme
which was also a major emphasis of the present ruling central Govt, Tashi advised
the nodal textile and handicrafts department to emphasis on blending of modernity
with tradition in designing of dress materials and to diversify their products keeping
in view the needs of both cold and warm places. ‘Our traditional tribal clothes are
basically designed for cold areas. But we should make efforts to design the same
for warm areas also and cotton could be the fabric for the purpose’, he opined. The
ADC also informed that Dirang was emerging as a model headquarter for the state with
revolutions taking place in horticulture, industry, animal husbandry and weaving
among others. Highlighting the module of the course, West Kameng textile and handicrafts
assistant director Phuntso Tsering said that the training programme was sponsored
by the Ministry of Textiles, Govt. of India under Integrated Handloom Development
Scheme whose main aim was to provide skill training to 500 weavers in a state within
five years. “Ziro, Daporijo, Tezu, Changlang, Papum Pare, Along and Dirang have been
assigned to conduct the training programme this year. Trainees would be paid a stipend
of Rs 2250/-
Informing the weavers on importance of cluster development which was gaining rapid importance in the northeast particularly in Assam, West Kameng district industry assistant director Gyati Kacho advised the weavers to emphasize working in self help groups and in clusters to make a combined and concerted effort to bring out finished goods of their and consumer’s choice. The ADI further informed that skilled artisans could always take the help of industry department in starting their own independent ventures.
Appreciating the textile and handicrafts department for making available the locally dresses which were procured earlier from Udalguri in Assam, Dirang circle officer L.W Bapu emphasized on procurement of raw materials from Assam which was cheaper but designing and manufacturing of the same within the state according to local needs and demands.

Deomali CHC all set to be handed over to VHAI
KHONSA, July 9: The Community Health Centre at Deomali which has been beset with a plethora of problems like shortage of medicines, Doctors etc. is now all set to be taken over by the Voluntary Health Association of India. There has been overwhelming support from the general public of the area for the positive move initiated by the state government. In this context a meeting presided over by the SDO, Deomali, G.C.Deori was held at Rangsom Hum at Deomali on 8th July ’09 in which a MoU was signed by the government and VHAI officials which would be reviewed after two years.

Minister and Health Minister for handing over the CHC to VHAI as the CHC was plagued
by numerous problems and asked the people to hail the bold step of the government
which is in the greater interest of the people of the area. He said that the people
must be willing and ready to accept the innovative and beneficial steps of the government
and rubbished the wild allegations leveled against him for handing over the CHC to
the NGO by a few vested interest group as baseless, unfounded and uncalled for and

The SDO while winding up the proceedings, asked the people to understand the huge benefits they would get from the step taken by the government and cautioned them against reacting emotionally for no reason whatsoever. Appealing to the people who have a misguided concept of the noble intention of the government not to create any hindrances, the SDO told them to realize the untold sufferings and difficulties they had faced before at the CHC as it failed to deliver the goods. It is needless to say that Deomali CHC is the first to be taken over by an NGO as only PHC’s have been taken up as of now. It is good news for the people of Deomali that proposal is on the anvil to convert Deomali CHC to first Referral unit wherein all minimum Specialists like Surgery, Pediatrics, and Gynecology and so on and so forth would man the CHC. It may also be mentioned that Voluntary Health Association of India is an internationally acclaimed NGO with proven track records.
All pros and cons on handing over the CHC to the NGO were discussed in a cordial and friendly atmosphere and after a threadbare discussion it was decided unanimously to handover the CHC to VHAI tentatively on 20th July ’09. Cellular service disrupted in Anini
ANINI, JULY 9: The BSNL cellular services have not been working in Anini areas in Dibang Valley district since yesterday.
BSNL service has not been up to the level of customers’ satisfaction with network busy signal most of the time and a voice message always repeating not reachable and out of order.
When contacted the BSNL Satellite In charge, Anni informed that the technical fault started since Wednesday due to defect in “Master Canceller”. While informing this, Local BSNL in Charge said that Itanagar office has already been informed about technical fault but there is no reply. Consumers have lodged strong resentment over frequent network failure in the district, he added.
He further informed that in order to give proper maintenance of the telecom connectivity in Dibang Valley district, the authority have to depute more qualified technical persons for maintaining the telecom infrastructure in the district. “However, the network connectivity to the district would be restored shortly”, he assured.(DIPRO i/c)
Effort to streamline education in Anjaw
HAYULIANG, July 09: A meeting of all Principal, HM’s, and Chairman of all School of Anjaw District was held at Hayuliang Community Hall recently. The meeting which was first of its kind in the direction of streamlining the system of education in the district was presided over by Deputy Commissioner C.S. Jeinow.
Addressing a gathering the DC strongly advocated for proper implementation of the instruction given by the Department of Education for ensuring better academic performance. He also elaborately explained the role of VEC Chairman and its members in assisting the School administration for ensuring good academic environment in the School and warned the teachers for serious consequences in case of neglecting their duties. He requested DDSE to furnish information about absentee teachers for drastic action including termination of their services.
DDSE of the District, K. Perme while highlighting aim and objective of the meeting spelt out various steps taken in the district for better academic performance in future. Monthly monitoring and supervisions of schools by APO’s and ADEO’s and submission of report to the DC and DDSE, by 5th of every month are part of the process. This has been made mandatory and defaulters will be penalized as per rule. DDSE urged the Principals, HMs and VEC Chairman to work together with interest for proper growth of the education system for yielding good results.

Through the columns of your esteemed daily, we would like to draw the kind attention of the director of school education and other concerned heads of the department regarding the delay in declaration of the final results of the viva voce held almost two months back for the posts of senior teacher, lab assistant and agri demonstrator.
Other departments who conducted viva voce much later than the education department had declared the results within a week. Such delay in the declaration of results is creating confusion and doubt about the selection process among the candidates and the general public.
Therefore, we request the concerned heads of the department to declare the results at the earliest as possible without further delay.

With the onset of southeast Monsoon, dark clouds hovering in the horizon reduced solar powered lamps as useless junks. Kerosene oil for private generators is not available due to frequent monsoon ¬related road blockades. However, Kerosene is openly and illegally sold at daily markets in empty soft drink bottles at an extortionate rate of Rs 60 per litre. While the concerned department is blaming the government and NEEPCO for this mess, general public are on tenterhooks and misery. Recently there were two reported cases of suicide. Probably, it could be remotely linked to power problems; sociologist should do a research on it. In many instances, darkness and hotness aggravate stress.

The East Kameng district was carved out of erstwhile greater Kameng district and created in 1985 with a view to bring speedy development and the administration to the door step of the people.
No doubt, the administration was brought at the door step of the people, but the people are yet deprived of proper development.
Previously, the district had only two assembly segments. Now, with the increase in
the population, more segments were created to represent them properly. There are
five assembly segments now, namely, Seppa (East), Seppa (West), Bameng, Pakke-
The whole district is in dire need of proper road communication, supply of essential commodities and electricity, but here my focal point is Chayang Tajo.
Chayang Tajo, the sub divisional headquarter situated at a beautiful mystique landscape surrounded by lash green hilly terrain all around is really not less than a heaven on the earth. But who will lend his/her ear to hear the silent grumble of this heavenly place?

PDS is a nightmare for the commoners. Govt’s plan and programmes are implemented but in files only. People, representatives are representing whom? Many people don’t know.
The people’s representatives have no vision in sight and mission in their heart at all.
The people are awaiting for someone to come, someone with missionary zeal to lit up the light of vision in the hearts of the people.
